DSL Noise Margin (0.1 dB) UP DOWN: 121 133
DSL Attenuation (0.1 dB) UP DOWN: 100 64
DSL Transmit Power (0.1 dB) UP DOWN: 185 121

Here you are

including your sync rate.

-----DSL Information-----
DSL Driver Version:A2pD035a.d23f
DSL VPI/VCI:0/100
DSL Status:Up
DSL Mode:ADSL_2plus
DSL UpStream Rate (Kbps):1053
DSL DownStream Rate (Kbps):15551

right, so your getting 15/1 sync rates.

your speedtest was clearly way off, your line was clearly congested when you did that speedtest.

Ok but what about the "NZGate aggregate networks" when I am telecom?

simply the name given to your ISP on the whois. i wouldnt care too much about it, it is still telecom.

http://bgp.he.net/AS4648

Telecom it is then. This wont be due to their network. Maybe your on a congested ADSL2+ exchange? Maybe its your network in the home, Are you using WiFi?

Not an issue with the Chorus network. You can get VDSL as far is it says. The reason why its slow now would be something inside your network. If its slow now it will be slow next.

Sometime it fast, somtime it slow. When it is on NZGate Aggregate networks my "static" ip changes and it goes very slow. After 3 hours - 2 days it changes my ip back to my normal one and speedtest say it is Telecom. And then my speed is about 13down 1 up (mbps)

They say it is static (I pay extra for it, but it not need for me) but when the IP changes the internet slows down.
