OK, thanks for the comments.

The Chorus job assessment for this work was ' Relocate BDD pit: this will include the supply & join of new 50pair cable to new pit position and install new terminal in pit, join and extend 2 * ribbonet into the pit, divert the 2 *20mm duct into the pit and join 2 *049 leads into the new terminal. Customer will open up the trench.'.

Their quote for this piece of work was $2373 excl GST ($2729 incl GST). Staggered by this amount I asked for a cost breakdown and was told Labour $234.00 (quite reasonable) and Materials $2059 (?!?). Then things got difficult. Chorus refused to itemise the materials cost, initially to myself, and then to Vodafone.

However in their response to Vodafone they said '...the proportioning of charges below between materials and labour is incorrect, there is more than $200 worth of labour involved with this work ... with any activity such as this, there is a lot more work involved behind the scenes, moving/relocating any element of the network requires network design, management of service outage when cutting services over from the old state to the new, updating the new state in our network records and the work involved with the submission of council consent.'. The last point refers to their claim that '... Moving of the pit (underground enclosure that houses the Network Terminal, in order to do this we require council permissions-in which there is a cost to us)'. Intrigued as to why this would be necessary I rang the Auckland Council and was told by a Building Control officer that the Council had absolutely no interest in this type of activity, that no consents or permissions were required, and that it was purely a matter between me and Chorus.

And there the matter rests. I rang the Commerce Commission with the idea of making a complaint about monopolistic price-gouging but was told the Chorus was a private company, could charge what it liked, and that I should ring my local MP! So much for consumer protection.

I can solve the problem, in one of the ways suggested above, but am nevertheless incensed that Chorus is able to engage in such predatory behaviour without being held to account.

Yep, price sounds reasonable.
I was expecting it to be around the $5k mark, and would not have been surprised if it was more.

floydie: dont call chorus....
just whip down to hynds and buy a 600mm manway lid and concrete it in your drive over top of the chorus one.

that way you'll have a good solid lid to drive over and chrous will have enough room to get in there if needed.

easier to ask for forgiveness than permission!

Why does the pit need to be moved?!

C'mon Chorus you know better. A couple of lid extenders and half an hour to screw them in place. 2x $100 + $75. Job done.

yep but the property owner asked for it to be moved - so that is what the quote is for

Well I'm guess I'm well out of touch. Labour was costed at $234 and materials at $2159. I could see no reason why the entire existing BDD container, after disconnection, could not simply be lifted out of the ground and placed in the new location two metres away. There's absolutely nothing wrong with it and it is just sitting in a hole in the ground, not fixed. So new materials, in my simple view, would be 3 metres 50pr ($30?), 5 metres fibre/duct ($50?), 100 scotchlok connectors, waterproof container for spliced 50pr cable ($130), same for fibre splices ($130?). Say $360 all up, resulting total for materials and labour $600 + GST. What else would be needed?

The reason for shifting the pit it is to avoid having to have a hole in the concrete drive when it is eventually laid. It seemed to me a lot easier to shift the BDD pit 1.5 metres, with some minor wiring modification, than to fabricate an access hole in the concrete drive during concreting ... and will also look better. As well, I have already had a power turret that was adjacent  to the BDD moved in exactly the same direction/distance and that is why the trench is already there.

But there is no fabrication of any sort to be done.

You simply set the lid height and pour concrete all around it. It's that simple.

IMHO maybe it was more of a case of where you were asking for it to be moved to.  How about asking for it to be raised which I would hope would be massively cheaper.  If you prefer a better solution for aesthetics then the price is the price as I'm sure it's not about the distance being moved, but the fact that splicing is needed.  Yes, I understand Council fees are a big portion of this and other type of work.

PS: For others - The number to call for Chorus network services to be relocated is 0800 4 NETWORK, option 3.  :)
