How exactly do you go about setting up a ToS splash before you are able to use the WiFi? Is it some kind of open pay wall application on a dedicated firewall? Or built in to your router?

A lot of actual APs/wireless kit support payment/Splash Screens (ubiquiti/Meru/HP etc)

I've got a Meraki AP which lets you setup a splash page built in with either click-through, force a Facebook like or pay wall. I guess DD-WRT firmware and similar probably have that functionality too

It's a Specialist Search Group (SSG) van. For the benefit of Zeon, if they went past with lights flashing, they were responding to an emergency. They're not an undercover unit and the ladder on the roof is for getting up onto roofs etc., not window dressing as part of any cliche.
A couple of weeks ago Vaughan Davis (goat farmer and social media radio host) asked for common wifi router names, he iterated GCSB Van 33 as being the most common, if it wasn't it looks like it is now. Wardriving logs like wigle https://wigle.net/gps/gps/Map/onlinemap2/ ( zoom in on the maps till you can see the router names) .
you will find after pulling the plug on project Speargun and xKeyScore they gave the go ahead for project xBox, monitoring what games are being played on xBox, mainly to know that you not playing games that are R16 or R18.
