Speed is not going to change no matter what ISP you use. Your limitation in your DSL sync speed which is directly dictated by the length of the copper, your location, and wiring.

The DSL stats screenshot /should/ open to a larger image upon clicking on it, however I'm on my phone now so I'll edit it when I get home.

I've run a complete isolation test numerous times with wifi disabled, all devices both wired and wireless turned off. We only have four wireless devices in the household, my phones and my girlfriends phones. However, only two are in use. 2x iPhone, 2x Xperia's.

I rarely torrent, and a BitTorrent client is only open when needed, so that's really unusual that my upload is being nerfed- is there anything else that could do the same?

iCloud (or any sort of automated backup/online storage system, like dropbox) is a very common culprit for this.

With iCloud + photostream it's particularly bad because houses often have multiple devices all trying to sync at the same time.
e.g. you and the family go out, take a bunch of pictures on your iPhones, then when you get home your iPhones jump on wifi and try to upload them all. Simultaneously they also all try and download them to their photostream - as does your ipad(s), macbooks, and maybe even your apple TV. This will easily clog an ADSL connection.

Understood- I keep a very close eye on network activity- I don't take many photos and nor does the other iPhone as iCloud is disabled on it.
No MacBooks, no Apple TV.
My phone is backed up to my PC, not iCloud. So I've eliminated this factor, too. Cheers for your input!

you had more than 20mpbs on ADSL? are you on chours gear?

It's unusual, and so intermittent. It's dropped out again now, I'll keep the post updated.
I'm not on Chorus equipment, no. TP-Link Archer D7 (only 4ish months old) and the wiring to the house is only three-ish years old. It's brand new, only installed and setup for broadband when we purchased the property.

im meaning at the exchange, if you had 20+mbps on ADSL2 you cant have been on chours equipment at the exchange/cabinet

Which is my point exactly. Orcon is not the cause of the issue. You would have the exact same speed regardless of your ISP.

I will say however that you would have never had 20Mbps where you are on ADSL2+ as it's simply not possible on Chorus kit. You would have only been able to get around 18Mbps max.

Rough roundabouts, yes. Still significantly faster than what I have been receiving, which is why I'm rustled.

If you had faster sync speeds at the same place your issue is almost certainly wiring related. Wiring related issues are statistically within the home, which is your property, and not the Chorus network.

Have you performed a full isolation test?

To the extend of my knowledge yes, however I've had a Chorus technician out (again) to go over the wiring etc and all appears fine.
