So I was just using my Surface, which I have had for the grand total of a week, reading through some emails, and the url links in emails like the notiifcations on updates of threads here on GZ, weren't clickable, and while I watched, it seemed to start syncing, and my emails started dissapearing (Synced from an Activesync account). 

Shortly after that Outlook closed. Re-opened and the new email setup wizard was presented!

Anyone got any ideas what is going on ? 

Also lose the Outlook.com email I had setup on there!

the hyperlinks not working on text emails is a known issue that will be addressed in an upcoming update

by Outlook you mean the Mail app right?

Well Outlook 2013 included in Windows 8.1.

Seems like the email isn't gone (Should have stopped to think about phrasing), but rather both accounts are gone.

not sure what would have happened there with your Outlook Mail Profile sorry

Also Outlook 2013 RT should hyperlink plaintext emails fine, is this not working for you?

Hmm ok well I figured it out, embarrassingly, it turns out I was using Mail, I thought for some reason I'd configured Outlook, so when I was opening Outlook, it wanted setup information.

LOL. The mail app is actually pretty good after the 8.1 upgrade. I find i'm starting to prefer it over outlook - especially when using several mailboxes
