Can you send pxt messages using that simcard in another phone?

Also can other people send/receive pxt messages on that phone with their simcard?

You should really try in another phone then, just to be sure it's not your account. Once this is eliminated then you should look at the settings on your phone.

All settings for Vodafone New Zealand are here.

Ask Vodafone customer service if your number is on the MMSC (PXT Admin)

first, find a pxt working phone to try your sim.
second, find a pxt working sim to try your phone.
then you will find out either phone or simcard's problem.

But please follow johnr advice. Call Vodafone and ask if your number is in the PXT MMSC.
