I am using Elastix, 1 incoming analog line, Answer reversal/clear forward.
I want to be able to:
1-Accept incoming calls (working)
2-Steer callers through voice menu (working)
3-Transfer callers to cell # from voice menu (not working)
I have had a google on answer reversal/clear forward but cant find a solution, help appreciated

Answer forward / clear reversal is simply a method of detecting that a line has been hung up. I don't bwelieve it has any revelence for what you want to do.

From reading your post you simply want a way of redirecting a caller to a mobile number when they call a phone number, go to the IVR menu and select the "xfer to mobile" option?
 
If so the first most obvious issue is that you need two lines to do this. Based upon your post I'm assuming you only have a single analogue line. You need an account with a VoIP provider to forward the call via a VoIP provider or a 2nd phoneline to send the call out on.

from memory you could do this if you had centrex lines by doing a hook flash then sending the number.  I don't believe its a feature you can use on standard analog lines (or even on standard PRIs)
