I'm new here and this is my first post. I've been reading the forums for some time so I'm hopeful I'll get good advice on here :-)
I've just moved into a new house and I've got a problem with the phone jacks. All the jacks ( four in total ) are dead and if a handset is plugged in to any of them, it sounds like an echo ( an open line ?? ). I've located the main 'star' junction and hopefully a picture of this will appear below :-

From the image, you can see towards the bottom left a blue wire which appears to have been punched down at some point. Would it be a safe assumption that if I follow sequentially along the numbered slots and then punch down this wire into the next available slot, the phone 'circuit' should be complete ? The order seems to go along blue / white+blue stripe, blue, white+blue stripe etc.
Hoping someone can help, thanks in anticipation :-)
