How much work is required to have a 15A single phase outlet installed supply?
We don't currently have one but the switch board is in the garage so I'm hoping it would therefore be easy to add one.
I need it for a welder I want to buy.

If the main switchboard for the whole house is in the garage (which I assume is attached to the house), then it should be trivial for an Electrician to do this. It's just a bit fiddly of course running the cable through the wall to the best location for outlet and might involve a modest hole or two in the gib board to get the cable to a nearby stud in the wall that the outlet can be firmly screwed to.
They will likely want to add a new breaker switch for this outlet in the same way an oven usually has a separate breaker.

In regards to caravan sockets - we have one on the wall of our house, near a pad that was clearly designed to store a caravan (and which now has my wife's car on it). We're also planning on getting a Leaf sometime, but I'm not sure if this socket will be all we need for charging the car, ie whether we need to put in a new line.
Do all caravan sockets output 15 amps? And how long would such a supply take to charge a Leaf?

If the cable run is short enough and the cable is newish 2.5mm TPS then it should just be a case of changing the socket over. You would also have to take into account if there is any other sockets on that same circuit.
With modern wiring 10 amp sockets are run on 2.5mm TPS which can handle 20 amps
The house is ~5 years old and the socket are the PDL 'Modena' range.

yes caravan sockets should be on a dedicated 16A circuit.
I don't know how long it takes to charge a leaf but you may be able to replace the caravan socket with a more suitable plug and get the circuit breaker uprated. Obviously it depends on the existing wiring.
