With the age of our fleet in NZ even if they started to be available before 2020 it would be well beyond 2035 before they represented a significant percentage of the fleet.

I think this has a lot to do with the general poor driving skills in Kiwiland.
I've sat through 45 hours of paid lessons (@ 75 euro / $150 an hour) in order to obtain my license.
I can't even imagine getting driving lessons from people who aren't professionally trained. What about the double pedals and extra mirrors?

We teach them Math, English, Latin but those subjects seldom kill, (Bronte sisters books the exception) but a huge percentage of school leavers drive and that does kill.
I also believe the driving test procedure needs changing.
1. Learners licence; should be valid for 6 months if no formal driver training started with in that time the licence is cancelled. If training started extended for a maximum 12 months.
2. Restricted licence; should be valid for 12 months, if full licence not obtained in that time the licence is cancelled and the procedure starts from the beginning.
3. The driving age should equal voting age.

How does Japan do it? cheaper cars.
Self drive cars will be incredibly expensive for quite a few years, early adoption will be very small.

Members of the public lifted a car off a child who was run over in a carpark by a learner driver today. The young woman was having a driving lesson with her mother at a New World carpark in Whangamata when she accidentally accelerated instead of braking.
