Ok, can someone help me with this - the example provided by Campbell Live showed that diesel vans and trucks have the highest increase. How does that work?! Why diesel vans and trucks? They're just about the slowest vehicles on the road - I know - I drive one!

It will based on statistics, something like more injuries/deaths per 1000 vans versus cars.

I can sorta understand it - there are some exceptionally stupid people driving theirselves and their mates without seatbelts, not to mention they can be easier to roll than cars.
Also: a car crashing = 5 victims, van crashing = 10 victims. But of course this is overly simplified, just like the rego scheme!

The difference in increase between petrol and diesel does intrigue me though, I find it hard to explain

My thoughts on a possible reason are:
Commercial vehicles tend to be powered by diesel.
Commercial vehicles tend to spend more time on the road.
(Cars parked in driveways are very rarely involved in serious accidents.)
