Minimum age is 18-years-old.

II. User Responsibilities

As of January 1, 2002, you must be at least 18 years of age to register for an account and use the Service. Additionally, if your credit report reflects an unacceptable level of risk, you will not be eligible to use the service.

When you go to pay with paypal under the login box it should give you an option saying "Pay with Bill Me Later?, Debit or Credit Card". Works fine without registering with an account
