Phew after few months of struggle I came to the end of my problem.

I managed to create a channel list for VLC I used VLC because it is v stable to view TV channels DVB-T that is. so the way to do that is to use the following string:
C:\Program Files (x86)\VideoLAN\VLC\vlc.exe dvb-t:// :dvb-frequency=730000000 :dvb-bandwidth=-1 :program=1400.
change the frequency according to you location and the program ID according to the channel you want. then create you need to run this from the RUN command to get the VLC to play the specific channel then save that play list to a file and name it according to the channel you want. then do this for all other channels and save them to one Play list at the end.
if you have a HDMI out in your PC that carries audio too then you can set the VLC to play audio through HDMI and with that you can view VLC TV on your extended monitor as your HOME TV and play audio at it too. with that done you will free up your PC for other things like playing games or surficing etc and you play PC audio on your speakers. to change audio in VLC go to Tools; Preferences; and click on show  all settings at the bottom of the window. then click on audio; output modules; WaveOut and on the right hand side click on your prefered output.

now you have VLC playing TV and you can use your keyboard to change channels just use letter N for next and P for previous. if you have a wireless kb and mouse like me I can have 2 keyboards one upstairs and one downstairs the wireless and use it as a remote to change channlesSmile
