My wife's work providers her (and colleagues) with Samsung Tablets (running Win10) that charge via USB-C.
They also have work (lease) pool cars that are used when visiting clients; these cars have USB ports built-in, but apparently these "aren't reliable" (the IT depts words), and can't/won't/aren't allowed to be used for charging said tablets.
Needless to say, some people have tried, and sure enough, they don't charge that well.
Most obvious reason (in my mind) is that those USBs don't deliver the 5V at 2.xA the tablet's probably need - they probably only provide 500mA or 1A (given they're probably really only there to link to Android Auto and/or Apple CarPlay).

So the question I've been asked by the other half is would a PowerBank work to allow some recharging "on the road" when required. She has a (10,000mAh) PowerBank that does supply 5V at 2.1A (and also supports whatever quickcharge protocol uses 9V & 12V at other current levels, judging by the specs on the bank); and apparently this does work on her tablet.
However, the "IT Dept" won't recommend this, or allow "official" purchases of similar devices by colleagues, etc.

Does anyone out there regularly use a PowerBank or similar to charge a "tablet PC" over USB-C ? Would the collective geek-wisdom consider this to be a reasonable way to "top up" a Tablet PC in a car? Or does anyone have an alternative idea?
I don 't really know how much you can / should attempt to draw / supply via a cigarette lighter socket in a car; some sort of solution involving a 240V inverter seems overkill (and difficult!); but would a "good quality" cigarette-lighter USB charger thing work well enough?
Thoughts appreciated!
