Its the same question that is argued time and time again....
Those on the left, stanch people supporting unrestricted, unlimited downloads...
And those on the right, believeing such downloads are generally always illegal and pirated, and that unlimited downloads are not needed and uneconomic...
I used to moan and advocate for unlimited downloading...but the arguement is true, that the majority of downloadid conent is pirated and as such illegal.
Regardless, that is not the reason for these plans being throtled...its simply economic, to make the plans viable and still useable to the majority.
The big difference between these Big time pans, as opposed to plans in the past such as Go-Large, is that Telecom has been honest and sraight up, stating it will throtle certain services in order to maintain the service and keep it viable.
That deserves credit alone.
I much prefer an ISP to be honest, and only provide what they can, rather than promise to provide something they can't, or later have to change.
