Hi My first post and new to the country so sorry if I get it all wrong.

Could someone tell me who owns the telephone line from post to house please.
Our broadband is terrible and everyone blames everyone else.
We are with Orcon at the moment and they say its prob the line in, which they think is Telecom.
Telecom say no its your service provider. They say its your distance from an exchange, others say thats nonsance and so on.

Our Ping is 14ms
Download Speed 0.47 Mbps
Upload Speed  0.85Mbps

pretty poor for a modern country I recon.

We asked people in our street ( newer house) and there's is 10 x faster.

So I have started ripping out the lines in the house and putting in cat 5 but the line to the pole looks pretty old, so who do I ask, and is it a waste of time.

If your neighbours get much better speeds than you then it is not your distance.

The line between the pole and the house is owned by Chorus (telecom's network division)
When it reaches the demarcation point, ownership transfers to you. 
 
The demarcation point is either
 - A white box on the outside of your house
 - The master telephone socket (for older houses)

If you pay a small wiring and maintanence charge on your telephone bill each month, then chorus can come out and diagnose the lines including the line inside your house. Wiring and Maintanence is an insurance plan that they offer to diagnose and repair faults within your house. Most telephone companies enable this by default when you sign up for telephone service.

Personally I would disconnect all telephones and filters in the house and see if that makes a difference. This is called an isolation test. The dsl modem is the only thing plugged in without a filter.

Since it sounds like you know a bit about wiring, i would look at finding the demarcation point and disconnecting the house wiring, then directly connecting it to the modem to do another test. This may mean an extension lead, laptop and modem being set up outside your house.
Chorus have a special network testing device that does this (it costs thousands)

Your issue has nothing to do with the wiring from the pole, it's the fact you're on a ULL connection and need to ask your ISP to move you to a Whole connection as you have been cabinetised. Please follow up in your other thread.
