I know this might be wishful thinking, and that there is indeed very rarely such a thing as a free lunch (or BestMate, in this instance), allow me to digress, as I believe this could actually be a very profitable venture for Vodafone.

Reasons why offering OA Customers free BestMate is a good idea:

 - It's about *expletive* time us regular $80+/month customers got a perk or two. I'm so sick of Prepay customers getting all the promos.
 - If they weren't already, free BestMate would encourage OA customers to use their phone for even more calling, consequently going over their minute allocation, and racking up more calling charges, or moving to a higher plan ... all of which = increased revenue.
 - It would encourage prepay users to move to a YouChoose plan, which of course means = increased revenue.
 - And all of this at what cost? As much as they'd like to make us believe otherwise, the profit margins for intra-network cellphone calls is incredibly high, and from all the revenue generated from the flow-on effects of customers using their phones more for calling, this would easily compensate for the losses generated by the free BestMate promotion.

Because to be honest, on top of what I pay already, no way am I gonna fork out another six bucks, and if Vodafone expects me to, it's almost insulting..

I reckon it will be a free multiple bestmate, like they have a soughta bestmate service for ihug
So your first bestmate usually $6 is free for the first 6 months or whatever, the additional ones after that you pay for.

I wrote to Voda asking what was going on on the 10th of this month. Just got this reply in the last hour (14 day response time):

Dear Adam

Thank you for your email.

We are extremely sorry for the inconvenience this may have caused you. Unfortunately, we are unaware of the timeframe when Bestmate will be made available for our On-Account Customers. We have already implemented Txt 2000 on our You Choose Pricing Plan this year. Vodafone is always working on providing better customer service experience and with new system in place we will be able to provide better service.

Unfortunately, we are unable to give you a timeframe at this stage as to if and when Bestmate will be available for our On-Account customers. Please keep an eye on our website as all the new deals and plans will be posted there first.

just my speculation but I suspect VF would prefer people to be on pre pay since the internal costs to VF are less e.g. no monthly invoices and associated processing

pre pay is essentially self service ie less overhead

I don't think there is any chance vodafone values prepay customers more than on account customers because on account customers are tied into vodafone on 2/3 year terms, also spend on average more than prepay users

Vodafone would rather everyone be OA over PrePay.

OA customers spend more, they commit a specified amount of money to spend each month and are generally more loyal.

It will never happen.  Unless, of course, we have a 3rd cellular provider here in NZ (and I don't mean a virtual provider like Orcon will be in a few months or so).

Don't underestimate the effect Telecom's GSM network will have on competition.
