So this isn't really a case of slow internet on one PC, but more a case of one PC is 8-10 years old and is really slow.

Yes but we have several other PC's that are in the same age range and they work fine.

Windows Store usually automatically updates. In case it did not, open it and "Update All" manually. An MS account is not needed. Microsoft will occasionally deliver video decode improvements for older hardware using this method.

There is every chance that this is a result of failing heatpaste or hardware.

Hardware can last a lot longer than 8 years, but like cars, only a few last a really long time,

Years ago there were some problems with a network adaptor feature called RSS Receive Side Scaling. Disabling it may or may not make a difference. It still comes up as a recommendation now and then even for newer configurations.

If you have Nvidia control panel advanced adaptor settings for this feature it's easy. Otherwise gets complicated.

I did see some comments online that the nvidia network controller is capable of gigabit but lots of people seemed to have issues with actually achieving it so i'd do a google search and see what you can find and if any of the solutions online help
