Can someone more knowledgable please advise on the following:

1) When is the $38.07 import transaction fee charged?

2) Does the $38.07 fee reduce my $60 threshold at which GST and duty is charged by that amount (to $21.93)?

From Customs "Customs does not collect duty and GST where the total revenue payable on any one importation is less than $60."

1) When is the $38.07 import transaction fee charged?  Whenever the Duty & GST payable exceeds the $60 threshold, and a customs clearance is done for you.  You will be billed for the full amount of Duty & GST payable, in addition to the $38.07.

2) Does the $38.07 fee reduce my $60 threshold at which GST and duty is charged by that amount (to $21.93)?  No.
