$138K seems a very small amount of money after already being told to stop. 

 

They have nearly a Billion in turnover, it's cheaper to just pay fines. 

 

What is the cost of cleaning the river? The fine should be for that PLUS punishment!

It is definitely not enough for a repeat offender. AFFCO are part of the Talley's Group, $130,000 is just an annoyance to them and not a real impact. I feel maybe a fine equal to their year profit would cause sufficient pain to change their attitude and send a clear message to other transgressors.




Here is a crazy notion, lets give peace a chance.
