150 access points covering the 1524 homes of Wairoa would mean 10 homes per AP. Somehow they're going to change the laws of physics so a single Omni antenna can deliver a -70dBm signal to 30+ devices. At least allowing for the fact people there are lower socio economic we wouldn't look at the average urban area in a wealthy city where those 10 houses would now probably mean 100+ wireless devices.
No mention of very basic things such authentication, security, or IP management.

Spark/Chorus would not move my copper feed from the exchange to the cabinet.
Sideface: I would be happy for our council to provide gigabit fibre and put it in the rates - we're not getting UFB until late 2019.
