I am hoping that Nvidia will get around to doing a 5030

I wouldn't hold your breath. People were hopeful they would do a 2030, 3030, 4030... that market segment has been completely abandoned.

Primarily because, integrated graphics have become so good, and quite powerful.

Would the Nvidia GT 1030 at around $160 be similar performance but more reliable in the areas that I've mentioned? The next step up is the RTX 3050 6GB and at $350 is likely overkill - not worth the money to me. Perplexity tells me the RX550 is technically a slightly faster card but it's very close, wider memory bus, nVidia is lower power consumption.

Nvidia GT 1030 cards have an HDMI 2.0 and a DVI-D port - no DisplayPort.  The big advantage of a GT 1030 is that you can get silent (fanless) ones, which is very useful for HTPCs which need to be quiet.

I am hoping that Nvidia will get around to doing a 5030 with HDMI 2.1 and DisplayPort 2.1 and AV1 codec support - I want cards that just do the basics needed for TV and video, not any gaming stuff, but since I have recently upgraded to a 4K TV and a 4K monitor, I do need proper 4K support which a GT 1030 will not quite do (HDMI 2.0 only).  For my MythTV box I upgraded my silent GT 1030 card to a second hand GTX 1050 Ti card - it was the cheapest I could find at the time that had a DisplayPort 1.4 port, and I am running my 4K TV from a DisplayPort 1.4 to HDMI 2.1 converter.  Since the TV & video does not require much from the card, its fans are normally not running.  The cost of the second hand GTX 1050 Ti plus the DP to HDMI converter was much cheaper than getting a new 3060, and I am sure it costs less electricity to run also.

Not to be an Intel shill, but for this use case I'd look at Intel ARC cards. The entry level A310 has HDMI 2.1, DisplayPort 2.0 and AV1 codec support. Hopefully we might see a B310 soon, the B580 has been well received so hopefully that encourages Intel to do more with Xe2.

I had a quick read about the Arc cards. A couple of reviews I found said the drivers were fairly immature. How are they now?

The Arc still seems like more than I need. I guess having a basic accelerator is useful, windows and the web browser probably both use it, but I don't need anything crazy.

I don't own a discrete ARC card so can't comment first hand, but everything I've read suggests the drivers have improved significantly. Reviews for the B580 were very positive and didn't highlight any significant issues which suggests Intel has put the effort into improving them since they released Alchemist.

I have an A380 that I only use for video transcoding on Windows 11.   It works wonderfully.   I wouldnt dream of gaming on this card.  But it out performs my nviida cards at transcoding.

Nvidia has left the budget market, only the 1030 is available in that segment.

Arc drivers do have issues but they have a good track record of pushing fixes. For your use case I don’t think that would affect your use case. The a310 should drop in price as intel is releasing the b series.

Nimez drivers are more recent as AMD has dropped support for that era of gpu. I can’t say if it provides fan control, but I would personally use something else like msi afterburner.

Cloud spending continues to surge globally, but most organisations haven’t made the changes necessary to maximise the value and cost-efficiency benefits of their cloud investments. Download the whitepaper From Overspend to Advantage now.

I use an open source fan controller. It can observe the fan speed but it can't control it because of the way the AMD software works. I might try Nimez drivers to see if it works better that way and remove some of the annoying pop-up messages.

Nah. It's because the margins on those cards were relatively poor. They can make more margin per wafer with other cards.

In saying that last comment, turns out there are still people making the old cards. They’re not really worth it vs iGPU’s nowadays though.
