I've setup and reset this modem a million times in the past and this is the first time I've tried to change the wifi password on my new laptop. For some reason I can't figure out why I can't access 192.168.1.254 on my laptop.
I double checked the address with the modem booklet, ipconfig and in my wifi profile in the network settings. I keep getting "This site can't be reached" in my browser. I've tried different variations such as 192.168.1.1 / 192.168.0.1 / 192.168.1.64 None of which have been successful.
So far I haven't come across any solutions online that have worked. As a last resort I tried someone else's computer. Lo and behold, it worked on the first try (192.168.1.254). Just based on this, I'm convinced that the problem is with the Dell XPS 13 (or just mine) since it seems to be the only device I have that can't access the modem's user interface (I've tried it on my phone and tablet - both Apple).
The modem is a Huawei (I think) from Telecom/Spark. MY laptop is the Dell XPS 13 (new 2in1) running on Windows 10.
If anyone has had this problem or is willing to help me solve it, that'd be great.

Can the Dell browse the internet ok?
What are the results of the ipconfig - the IPV4 address, Subnet Mask and Default Gateway?
Have you tried a different browser? It's always possible you've got some sort of proxy enabled that's causing this.
Yep. Tried both Chrome and Explorer. I should install Firefox and try it out.
Even gone as far as disabling the firewall on my anti-virus (kaspersky).

Do you have any third party Antivirus software running?
Can you browse the Web?
Have you tried rebooting the router?
This sort of silly thing happened to me often, particularly after setting up portable hot-spots, access points, or wifi extenders ... and with both desktop wifi and laptops. Immediately after gaining access to the interface, making changes and exiting all went fine, as did the AP or extender thereafter, BUT could not access the interface again!
Sometimes it cleared over 24 hours, sometimes clearing browser cache worked, other times using ipconfig release/renew at Command Line worked. Freakily random and annoying
For example:
(server) refused to connect. (ERR_CONNECTION_REFUSED)
(server) took too long to respond (ERR_CONNECTION_TIMED_OUT)
The connection was reset. (ERR_CONNECTION_RESET)
Just did a test using portable wifi hotspot dongle ... gave the 'site cannot be reached' message until I cleared the browser's cache/browsing data, then it worked.

I think I have came across something similar.
I uninstalled the anti-virus that came with the computer (Norton, I think) and installed Kaspersky Total right after I bought it. Other than that, it has whatever Windows 10 has. I've had some notifications pop up over the first week about both Windows and Kaspersky's firewalls being switched off. Over the last few days, I haven't gotten those. Not sure if that's relevant. I've switched Kaspersky's firewall on and off but it makes not difference. I have yet to try doing the same with Windows but wouldn't know how.
Can't believe I didn't even think of clearing my cache and cookies. Unfortunately, no success. Problem still persists :(
Restarted the modem. Still nada :(

Can't remember the details but with the HG630b it was when you logged in but forgot to log out this might happen under some situations.

However, I have none of the issues that you are experiencing, even on my XPS13.

How do I "Run as administrator"? I get this for any of the netsh ones.
The current pathway is in the Admin profile (also, the only one I have on this computer).
UPDATE: Figured out how to run as admin. Resetting computer now. Fingers crossed.
