Soundude, nope, no helpdesk ticket, i'm the type of person who gives something a chance to change before escalating further. Just figured it was part of the shaping being put into effect.
It happens at all times of the day with http international rapidshare multipart downloads. If i set some up to download overnight, most will fail at around 80% with timeouts, few will download completely, and others will have server errors yet when i retry them they work fine.
I'm on Orcon+ in central Wellington.
Like i said though, i'm happy to wait it out if things are being tinkered with, but i was able to download at about 2MB/s a few weeks ago with 99.9% success rate of my downloads, yet now even when in the wee early hours of the morning i seem to be throttled to some degree.
Well, today seems much better than last week, not sure if anything has been done recently, but it's back to what i was getting when the shaping first became active.
If a flash type event happens, it could be hot Youtube, a popular download, a new P2P, a major software upgrade or what ever, the traffic shapers cannot alter in real time to overcome this event, so what happens is a period of bad performance and customers will complain. Much like the roads, grid lock is grid lock, learn to live with it, and hopefully investment will fix the problem. The traffic shapers may not be able to do external host reporting so the event will come and go and the ISP will be no wiser. Most off these hot events is content that can be cached by products like Peerapp.
