Currently overseas and taken a old phone as a backup, with a 2D sim. Thought it would be handy if needed as they do overseas wifi calling, unlike my main number *ahem spark*.

Anyhow is it normal to be constantly spammed by 2D for warning messages saying you need a roaming pack? I don’t have one, I’d get it if I need to start using backup phone. Yesterday I got 52 text messages, and they come in batches, see example. Got back this afternoon and saw another 27 waiting for me while phone was connected to wifi entire time.

You should only get it once a day except if you move around. By 'move around' I mean 'attach to a new SGSN/MME'. If you happen to be staying somewhere which is on the border between two MMEs coverage areas then yeah, maybe you could get spammed as you move between sites on either side of the border.
