They could only do this where they have their own network. When roaming on the Vodafone network they are still paying roaming rates.

Maybe they don't want to wear the cost.

And that's the unfortunate situation you are in when you don't build out your own network but rely on roaming agreements.
When asked about Vodafone's new plan the other day even Even Taylor Reynolds from the OECD commented that he was surprised that we were even paying for on-net calling, and it's become a reality that plans or addons offering free on-net calling have become very common.
If the Commerce Commission think such plans are "anti competitive" questions really do need to be asked about where else retail pricing controls are going to be implimented.

Yip. Check out Virgin, Vodafone and 3 in Australia who all offer unlimited "free" on net calls with most of their new plans.

Vodafone & 3 Aus is not a great comparison, since they are a JV.
And it's not really "free" on Virgin either; you need to pay at least $19 each month to get it, and you must have at least 1c balance. In other words, it isn't free, it's $19/mth. And it's also worth noting that mobile calling rates on mere mortal plans were already under 30c/min when I left Aus in 2002. They've had real competition for a lot longer than NZ.
