A client has asked me to do this (legitimate request).

I've never done this before, and a little leary of potential issues.

Has anyone registered one and know of a reputable provider? Any gotchas I should be aware of?

Find their equivalent of the DNC and check their rules etc....  some countries are tight with them depending on the TLD.

Probably not the easiest thing:

From https://www.ovhcloud.com/en-au/domains/tld/hr/

The country code domain for Croatia is open to all Croatians, all individuals resident in Croatia and all European corporations who have a VAT number.

From https://www.eurodns.com/domain-extensions/hr-domain-registration

HR is the country code domain for Croatia. The .HR registry asks that registrants have lived in Europe for a minimum of one year and can provide a local address as proof of residence.

Conditions

The .HR registry also asks that the Admin contact has a local presence in Croatia.
Please note:

Commercial entities located in Croatia must provide a company OIB number (Osobni identifikacijski broj). For those located in Europe, a VAT number must be provided. Individuals located in Croatia must provide a personal OIB number. For those located in Europe, a valid ID card number/passport number must be provided.
