I am under the understanding that with Xero you can have reoccuring invoices for customers however can Xero be setup to debit a customers bank account that you have a direct debit facility setup with.

So the customer is setup in the system once with direct debit, invoices get emailed to customer monthly basis and then customers account is paid with a direct debit on a monthly basis.

No, you would have to set up the DD yourself.

Shortly Xero will send out the invoices for you. However it sounds like you need a billing engine that can hook to the Xero api for accounting.
