Hey guys im new to android platform coming from ios. i am confused to how this 4.3 update works. 4.3 has been released on telecom but not yet on vodafone. i currently have a galaxy s4 on 4.2.2 and it was purchased from jb hifi. it is on vodafone network. i am thinking to changed from vodafone to telecom, since telecom has free 4g lte upgrade, when i switch to telecom from vodafone does that mean i can then update to 4.3 because i am now on telecoms network?

Android updates are not related to what network you are using / SIM card in the handset

Samsung Korea pushes out the updates we are waiting on them to push out the update for Vodafone NZ sold handsets

VFNZ is also doing free 4G upgrades now on current plans

No.  The way the update work is each carrier needs to approve it before it is available for your device.  Even if you switch you have a Vodafone Galaxy S4, therefore even if you are using it on the Telecom network it is still a Vodafone handset and you must wait for Vodafone to approve the update.
Saying that considering the update has rolled out for Telecom phones hopefully it won't take too long till Vodafone and 2degrees approve it so it can be rolled out to their customers.  I have a 2degrees S4 and am patiently waiting.  It's not that annoying because there is nothing that big or exciting in Android 4.3 except maybe for TRIM support.
Hope that helps.

i purchased my S4 from jb hifi but i am on vodafone network, so that means i need to wait to use the vodafone approved update of 4.3, which samsung will release once it receives approval from vodafone nz?

but the thing i dont understand is i purchased my galaxy s4 from jb hifi. is it a vodafone or telecom or 2degrees ? how is it decided which carrier it belongs to? isnt it by sim card inside phone thus the network/carrier we are currently connected with. so is it just a "neutral" device???

Not really.  Remember it is going to take Samsung at least another 4 months to make 4.4 available to the S4 + Note 3.  Then the time for each carrier etc etc.
I'm sure everyone would rather have 4.3 now and 4.4 later than 4.2.2 now and wait for 4.4.

The update is good, I remember you saying you're wanting to join Telecom, here's how to turn your phone into an Android 4.3 Telecom version device.

Instructions are for Windows only. Please backup your data. I will not be responsible if your phone decides to eat your cat, start a war or doesn't want to start. If you follow the directions below correctly it will be very unlikely howerver.

Download the firmware image from here: http://android.interwebz.co.nz/I9505XXUEMJ5_I9505TNZEMJ4_TNZ.zip - Unzip and place somewhere safe.
Download ODIN from here: http://android.interwebz.co.nz/tools/odin3.zip
Download the Samsung driver from here: http://android.interwebz.co.nz/tools/samsung_usb_driver.exe - This is only needed if you don't have KIES installed.

1) Factory reset your phone, do this by pulling the battery, putting it back in and holding power + volume up + home, release power when you see the Samsung screen and keep holding the other two until you see "Starting Recovery" - use vol up / down to move the cursor, power to select, select factory reset and YES! When completed pull ye battery.
2) Make sure the Samsung driver is installed first, insert battery back in phone but power up by holding vol down + home + power, go to "YES I want to void my warranty!" but note, this really won't as you're still flashing stock Samsung software to it.
3) Open up Odin on your computer:
Plug in your phone via USB whilst it's in "Download Mode"

Under PDA - Select the .tar.md5 file you unzipped from the firmware file above.
Make sure Auto Reboot + F.Reset Time are ticked, it should all look like this screenshot:

When you're ready, hit start and watch the magic happen.   When this is completed, you have a Telecom Samsung Galaxy S4 running Android 4.3.
