You don't specify what device and software you're using, but looking at your username I guess it's a Palm. And with that error you're probably using Web Browser Pro?

If this is the case, open the browser options and remove the Proxy server options. Close it and try again.

There's a Proxy option somewhere there - I can't remember exactly and I don't have the software in front of me now.

Also, Are you able to PING a host, say www.wired.com? Look at this page for instructions on how to test this.

I personally don't like the RAS method shown in the PDF you pointed, since Bluetooth provides everything is needed. Please follow this guide step-by-step, do not skip anything. Then check the first page I mentioned again. Pay special attention to firewalls and IP addresses. If there's a conflict stop and ask.

Don't skip anything in that page.

If you want to stick to the RAS method, I suggest you ask the original author of that PDF file.

You have to find the radio button that says "Use the following IP Address". This will be in the TCP/IP configuration.

This tends to happen if the connection is not established. In general it's an ICS configuration problem or firewall blocking some communications.

I am also in the same frustrating boat. Let me see If I can help to shed some light on this problem. I just got my BT USB dongle (Widcomm) and am having the same issue. My hardware and setup are as follows
5 computers connected to a wired and wireless LAN through a LinkSys BFS41 (wired and main router) and Netgear WGR614v2 (wireless and secondary hub).
I use static IP's on all computers
192.168.1.2 to 192.168.1.6 with a gateway of 192.168.1.1
I use Zone Alarm, but have tried with it disabled to no avail.
I also dMZ'd my system through the router. I am network saavy, but am new to BT today.
I followed the guid and ended up right where the previous user was. I can connect, but cannot ping anything, internal or external.
I noticed that the palm is not getting a gateway address, which to me would seem important, but I don't know for sure. I also can hotsysnch, just not access the network or internet, but it does say connected. I cannot even ping the palm's IP succesfully. I have tried Ato IP's and DNS's in both the palm settings and BT settings on PC. I have also tried manual settings on both using the required 192.168.0.1 and trying my own range using 192.168.1.9, both with and without manual DNS's. All to no avail. I always get the "Error Timeout (0x1212).
I'm not going to give up so easily because I know it will work, I just need to find the one thing I am doing wrong!

Seems like it may work for him, and the main thing was auto settings. What if you cannot use auto settings? The way my network is setup and some of the tools I use, I need static IP's and DNS.
I use 192.168.1.2 to 192.168.1.6 for the 5 comps connected to this network. I need these numbers to identify each computer for other remote admin programs.
I manually entered the 192.168.0.1 IP for my palm. Does the rest of my network have to have the 192.168.0 for the beggining of the ip address? If so, I may not be able to connct at all? Is this what I am gathering? My router is 192.168.1.1 and I do not think I can change that.

The problem with the Palm OS is that it requires a PPP connection, since it does not have a PAN driver. In this case 192.168.0.1 is required on the Bluetooth adapter for the ICS to work. You can try entering IP configuration on your Palm and connect following the guide.
