I also don't understand why we're not vaccinating everybody arriving into MIQ on their first day - likewise I believe every person leaving NZ who will be returning should be entitled to be vaccinated before they travel.
The "herding cats" comment made by @handle above probably applies to this as well. Throw in to the mix that some will have been partly vaccinated, some will claim to have been already vaccinated, some will probably arrive with fake test or vaccination certificates, long-haul flights are a great place to get infected, and the first dose of vaccine probably doesn't generate sufficient immunity to be of much use over the 14 days in MIQ.
If you could make it a requirement to vaccinate every traveller entering to have at least one shot of Pfizer two weeks before flying, that'd work pretty well - but the logistics of doing that probably make it impossible.
WHO classified the B1617 strain as a "variant of concern", so that's official. I think it was specifically the B1617.2 variant, with higher transmissibility and reduced neutralisation (compared to what? - other variants or original "wild" C-19?). WHO press conference on Monday confirmed this, said "data coming tomorrow" - good luck finding that data on WHO's website - if it's even there.
WRT to the recent Sydney cases, IIRC the premier stated that if those B1617 cases had been a "variant of concern" (which B1617 wasn't at the time), then she would have ordered a full lockdown. With repatriation flights from India, travellers are going to arrive for MIQ in a repurposed mining camp outside Darwin, they're not going to be put in MIQ in major centres.

Inevitable that some (many) passengers won't show for their Releases + 5 day test. Public expectation will be for near 100% testing, but that isn't going to happen.
Either the government will need to use charge people with breaching this condition, track them down, arrest them, and if they still refuse the test take them to court etc... Or they will turn a blind eye to those that don't show.
Both outcomes have the government & health officials coming off looking bad, especially the latter if somebody who doesn't take their 5 day test subsequently is found to be positive...

Or simply require a $1000 bond be paid before release. I bet most people will turn up to be tested rather that forfeit that much cash.

They can be made to stay in MIQ, and to pay for it. Presumably they can be made to pay the likely or actual cost to us of them not getting the test?
Say the cost of an outbreak is $10M... if someone refuses testing and they actually cause an outbreak, they should be liable for the full cost. Of course, not many will be able to pay, so instead let's have a compulsory covid insurance scheme for the refuseniks... the premium = (cost of an outbreak) * (probability they cause it). So if the final test is expected to find the 1 in a 1000 who go through MIQ but still have covid (i.e. probability is 0.1% of a hit), then everyone who refuses that last test has to pay $10M*0.1% = $10,000. Seems fair to me.

Define "border worker". The example I saw on TV was an electrician? contractor who had worked in an MIQ hotel once in the past, and *might* work there sometime in the future. There will be a large number of these increasingly tenuous connections to the border. Whilst it would be a good idea to vaccinate them before their next visit, (a) there's a good chance that will happen anyway, and (b) their last visit occurred without them becoming infected, so their next visit can be handled the same way.
I fall into this hole too.
Occasional, (but when required can be frequent) visitor to hot zones. The big 'but' or gotcha here is the new rules on May 1 put a lot more of us in that boat automatically via the Government departmental rule - Not just a good idea, it's now a requirement

In the one hand going. Hrm. I might be bumped up the list. On the other going, wonder what happens if I get a callout this week...

All current workers must have had two doses of the vaccine by June 5, 2021.
New workers will need to have their first dose before starting work - they then have 35 days from starting work to receive their second dose.
