It is a NO drama really - as said by many others, it is as a form of anti-fraud measures.
I remember needing this for clove.co.uk, computer lounge, few other stores based in Aussie. There is some countries in the past which I have visited required this (before the chip) when shopping at their mall. I have been shown their written policy due to large number of fraud transactions.

With a copy of the drivers license or passport, which has a photo and other key information, plus a utility bill for your address then the people who hold this would have sufficient details to open new accounts with almost any organisation including the NZ government.

I ignored it and my item shipped the next day anyway. There are plenty of other shops that sell the same items around the same price anyway so if they didn't ship I was just going to buy from the next drop shipper.
