And - I can see you are not a gamer. 170ping - you have to say it with enthusiasm and loudly - like "ITS CANNONS DUDE!!!".. Or "170 PING!!!!! WTF"..
Its not a good thing - it means the other gamers have a competitive advantage. Nothing worse than being lag killed in a scrim.

Well, the speed of light down a fibre cable would make the trip in about 0.5 seconds, so any additional overhead is the processing time through each network segment. There are no 'laws of physics' involved as such. More specifically, I would suggest 'laws of not very good network configuration' are probably having the larger impact.
Given things a non-symmetric network connection and a restriction to only a 10Mbs upload (even if the download is 130mbs), again - it appears to be network configuration.
